Contract : Saving on HSPA project

Client: Major UK Mobile Telecoms provider

Project : With an estimated market value of around £1.2 billion, the UK telecoms sector is one in which competition is extremely fierce and where maintaining a corporate distinction is becoming more and more difficult.

All UK Telecoms Operators have struggled to gain market advantage from the 3G licences acquired earlier in the decade but the consumer need for high speed data had required our Client to invest in higher speed data services to address these growing demands.

In order to satisfy the growing data requirement, the telecoms industry launched a protocol called HSPA (High Speed Packet Access) which will eventually provide mobile broadband speeds equivalent to fixed line broadband in the home. HSPA is the power behind advanced mobile services such as e-mail, video streaming and downloading of other data-rich media.

Our role – Commercial Management: Faced with high deployment costs yet still operating within strict budgetary constraints, our client was forced to consider how much market penetration could be made. Concept Gemini was able to review and assess the marketplace and share our deployment plans with other installation providers, moving away from single-sourced traditional installation procurement routes. Freed from this restriction and by introducing quality competition into the marketplace we were then able to competitively tender the works.

Client Benefits : As a result of the introduction of selected credible market competition, we were able to reduce the Client’s deployment costs by 48% whilst maintaining current service levels. To date there has been no loss of quality and the project is running to time.

Contract : Saving on base transceiver equipment installation

Client : Major UK Mobile Telecoms provider

Project : For our Client, a major UK telecoms provider, a key cost area involves the deployment of mobile telecoms equipment on cell sites. Whilst the growth of new cell sites has tapered off over recent years, mobile operators continue to aggressively upgrade and update equipment to maintain an ever diversifying range of telecommunications services including voice, text and data.

Base transceiver deployment encompasses the collection of equipment from a UK central store, delivery and installation, commissioning and integration of the equipment into the existing network. The commissioning and integration elements are regarded as specialist technical areas of work and because of this our Client had traditionally single-sourced its equipment deployment activities in the UK.

Our role – Commercial Management : Faced with increasing pressure by the telecoms regulator to reduce costs whilst continuing to seek to maintain new and expanding products and services, our Client has come under increased pressure to operate within strict budgetary constraints. Concept Gemini was able to review and assess the equipment deployment marketplace having first assisted our Client with defining minimum quality and capability parameters. Having successfully identified suitable potential Suppliers, we were able to work with the co-operation of our Client to define the service scope and discuss forthcoming deployment plans with the preferred installation service providers to ensure best-fit. Freed from the restrictions of single-sourced procurement we were then able to introduce competition into the market and to competitively tender the works.

Client Benefits : As a result of the introduction of selected credible market competition, the Client was able to reduce deployment costs by 15-20% whilst maintaining current service levels. In some specific areas the cost savings were greater. Additionally the use of two approved contractors has widened the Client’s resource base reducing operational performance and commercial risk year-on-year. To date there has been no loss of quality and the project is running to time.

  • Case Study 3

Contract : Rollout of Client trial installations

Client : Major worldwide mobile telecoms provider

Project : For our Client, a major worldwide telecoms infrastructure provider, delivery of a series of pilot microwave transmission links was crucial in demonstrating to its Client – itself a major UK telecoms provider - of its capabilities for a forthcoming project. Our Client was required to deliver these links whilst being observed in the field and quality was a driving factor. The links were selected in a key area, just outside London and servicing mobile cells in a key consumer area, failure therefore was not an option. Our Client whilst operating a framework project delivery plan required assistance in delivering the trial link project.

Our role – Project Management : With pressure to deliver against tight timescales, Concept Gemini utilised project management methodologies to define the project brief and to identify risks and issues. Working in connection with the Client’s nominated build supplier and a market leading microwave installation and commissioning supplier (appointed by Concept Gemini), we worked closely with all key stakeholders managing the process through from delivery of materials from the factory in Europe to successful installation and commissioning.

At survey stage it became apparent that the microwave installation contractor was able to utilise its patented tower access technique reducing installation cost. This was subsequently adopted for all sites of this type.

During the life of the project it became clear that two of the planned links would not be installed, this being due entirely to factors outside of our control. The issues were reported to the project team and the project plan amended accordingly.

As quality was of primary concern we instigated a trial test rig of the equipment which enabled reliability issues to be resolved prior to deployment on site.

Client Benefits : The trial installation of five links was completed on time within budget and on the specified planned dates. Any issues arising with the new equipment were identified and resolved prior to deployment in the field and – more importantly – away from the critical gaze of the major UK telco client. Lessons learnt for the deployment were subsequently adopted in the major rollout. Our Client went on to complete over 1000 further links on what was at the time the largest single transmission project in the UK.

Contract : Definition of installation process on live mobile phone network

Client : Major worldwide mobile telecoms infrastructure provider

Project : For our Client, a major worldwide telecoms infrastructure provider, continued installation of microwave transmission links was crucial for delivery of a major efficiency project. Whilst our Client had an implementation strategy involving a parallel installation of the new equipment adjacent to the existing (a so called cold cutover), it was clear that on some sites this would not work. In some cases these issues were due to commercial factors but, more often it was physically impossible to install the new apparatus. Working in close connection with the Client and a team employed by our superior Client (a major UK telecoms provider), Concept Gemini was able to define and agree a process for hot cutovers on the live telecoms network with no discernable effect on the customer experience. As a result our Client was able to progress sites which had previously been considered unsuitable.

Definition of the process required detailed definition of work stages as well as considerable use of rollback planning methods defining the steps that each party should take in the event of a stage failure. Our process was successfully implemented at a time when the UK telecoms operator was particularly sensitive to network disruption and was successfully used in areas which carried high levels of traffic and hence revenue.

Our role – Business Operations Consulting : Unable to progress installation using existing methods, our Client was faced with costly and time-consuming redesign. Working closely with the superior Client, we observed and recorded the risks and issues and added our in-depth understanding to construct a new end-to-end process which was subsequently successfully tested and approved by the superior Client. We were then able to manage the deployment of links on sites considered out of reach whilst also avoiding expensive abortive design costs, not only for the affected site but for other dependant sites on the associated ring. Following successful trial implementation on the live network, our Client was able to roll out the process on a national basis maximising benefit across the entire project.

Client Benefits : As a result of the introduction of the new process, we were able to select sites previously considered unsuitable for inclusion into the project. This positively impacted on overall project deliverables, increased the superior Client confidence in the overall project delivery and reduced re-design costs. Projects installed using the defined process were successfully implemented without discernable effect on end-user experience.
